I then downloaded Magical Jelly Bean Keyfinder to the computer and it said my CD key was 74T2M-DKDBC-788W3-H689G-6P6GT which is the key associated with my OEM product ID. I looked up the OEM product ID and entered the key associated with the product ID in the Windows Activation prompt and it said that the key was already in use. I've now done this twice and I believe the limit is 3 times before you cannot execute this command anymore so I started looking for a more permanent solution to the problem. I find a quick but not permanent fix online which is running cmd.exe as an administrator and entering 'slmgr -rearm' which postpones the message for a month. But if you have OEM HP Windows 7 that is not upgraded to Windows 10 Pro, you could actually install Windows 10 Pro on the newer device, then enter that.

Fast forward about 3 months later and the computer starts booting to a desktop that says 'Windows Build 7601 : This copy of Windows is not genuine'. I installed the hard drive correctly and installed Windows 7 Professional without any hitches. Luckily, the laptop was still under warranty and HP sent us a replacement hard drive and an OEM copy of Windows 7 Professional. One of my former co-workers powered down the laptop with the power button and it failed to restart/corrupted the hard drive. So one of my bosses has an HP HDX16T-1000 CTO Premium laptop which came with Windows Vista when it was bought.
